Have the installer refuse to continue when the required NET Framework is not already installed

If a particular NET Framework is required, and the install proceeds anyway, you will leave many, many users thinking the program is "buggy." Alternatively, you could offer to download and install the required NET Framework version when the installer finds that it is missing.
